​제1조(목적)

이 고시는 먹는물관리법(이하 "법"이라 한다) 제36조제1항 및 제37조제1항에 따른 정수기와 식품류 제조를 위한 정수기 결합장치의 종류•성능•사후관리 등에 관한 기준•규격, 표시기준을 정하고, 먹는물관리법 시행규칙(이하 "시행규칙"이라 한다) 제35조제11항에 따라 정수기 품질검사기관의 지정 및 운영 등에 관한 사항, 시행규칙 제36조제13항에 따라 정수기품질검사기관의 기능 및 정수기품질심의위원회 구성•운영 등에 관한 사항을 정하는 것을 목적으로 한다.  

제2조(용어의 정의) 

이 고시에서 사용하는 용어의 정의는 다음과 같다.

 2. 정수기의 기능은 여과•흡착•이온교환•살균기능 등을 하나 또는 두 개 이상을 결합하여 물을 정수하는 것으로 각각의 기능에 대한 정의는 다음과 같다.

  가. "여과기능”은 부직포 등 미세막을 통하여 물속의 입자 등을 거르는 기능

  나. "흡착기능”은 활성탄 등을 통하여 물속의 휘발성유기물질 등을 제거하는 기능

  다. "이온교환기능”은 이온교환수지 등을 이용하여 물속의 이온상태로 존재하는 물질을 감소시키는 기능

  라. "살균기능”은 자외선 등을 이용하여 미생물 등을 제거하는 기능

 3. "유입수”라 함은 정수기의 정수성능을 시험하기 위하여 수돗물 또는 수돗물에 검사대상 물질을 인위적으로 첨가한 시험수를 말한다.

 4. "유출수”라 함은 유입수를 정수목적으로 정수기를 통과시킨 후의 물을 말한다.

 6. "정수성능검사”라 함은 유입수를 정수기에 통과시켜 그 정수기의 오염물질 제거성능을 측정하는 검사로서 의무정수성능검사와 선택정수성능검사를 말한다.

 7. "의무정수성능검사”라 함은 정수기가 반드시 제거성능을 갖추어야 하는 의무항목에 대한 정수성능검사를 말한다.

 8. "선택정수성능검사”라 함은 정수기제조업자 및 정수기수입판매업자가 의무정수성능검사 항목 외의 항목에 대한 제거효율이 있음을 정수기에 표시하려고 하는 경우에 그 항목에 대하여 실시하는 검사를 말한다.

 9. "유효정수량”이라 함은 정수기 내부의 필터 등을 청소, 재생, 교체하지 않고 오염물질이 효과적으로 제거될 수 있는 최소한의 처리용량을 의미한다.

 10. 법 제3조제7호에 따른 환경부 장관이 정하여 고시하는 장치란 정수기와 결합하여 냉수•온수, 얼음, 커피, 탄산수를 함께 공급할 수 있도록 제조된 기구를 말한다.

Article 1 (Purpose) 

The purpose of this Notice is to set forth the standards, specifications and labeling standards related to the type, performance, post-marketing management, etc. of water purifiers and water purifier coupling devices for manufacturing foods pursuant to Article 36 (1) and Article 37 (1) of the Drinking Water Management Act (hereinafter referred to as the “Act”), the matters related to the designation, operation, etc. of a water purifier quality inspection agency pursuant to Article 35 (11) of the Enforcement Rule of the Drinking Water Management Act (hereinafter referred to as the “Enforcement Rule”) and the matters related to the functions of the water purifier quality inspection agency and the composition, operation, etc. of the Water Purifier Quality Review Board pursuant to Article 36 (13) of the Enforcement Rule.

Article 2 (Definitions) 

The definitions of the terms used in this Notice shall be as follows:

 2. The function of a water purifier shall be to purify water by combining one, two, or more of the following: filtration, adsorption, ion exchange, and sterilization functions. The definition of each function shall be as follows:

  A. The term “filtration function” means the function of filtering particles, etc. from water with a micro-membrane such as a non-woven fabric; 

  B. The term “adsorption function” means the function of removing volatile organic compounds, etc. from water with activated carbon, etc.; 

  C. The term “ion exchange function” means the function of reducing substances existing as ions in water by using an ion exchange resin, etc.; 

  D. The term “sterilization function” means the function of removing microorganisms, etc. using ultraviolet radiation, etc.

 3. The term “inflowing water” means tap water or the test water resulting from artificially adding a substance subject of the inspection to tap water to test the purifying performance of a water purifier;

 4. The term “outflowing water” means the water that has passed through a water purifier as inflowing water for purification purposes;

 6. The term “water purification performance inspection” means a mandatory water purification performance inspection and an optional water purification performance inspection performed to measure the contaminant removal performance of a water purifier by passing inflowing water through the water purifier;

 7. The term “mandatory water purification performance inspection” means a water purification performance inspection pertaining to the items for which a water purifier must exhibit removal capabilities; 

 8. The term “optional water purification performance inspection” means an inspection conducted on items other than the items in the mandatory water purification performance inspection that the water purifier manufacturer or importer intends to indicate on the water purifier for which it offers removal efficiency; 

 9. The term “effective water purification quantity” means the minimum treatment capacity of a water purifier in terms of effectively removing contaminants without cleaning, regenerating, or replacing the filter, etc. inside the water purifier; 

 10. A device determined and notified by the Minister of Environment pursuant to Article 3, Subparagraph 7 of the Act means a device manufactured to supply cold water, hot water, ice, coffee, or carbonated water in conjunction with a water purifier.
