과학기술의 눈부신 발전에 힘입어 세계 각국은 군사분야에서 기술을 중심으로 한 혁신을 추진하고 있다. 이 연구는 군사혁신을 추진하는 국가 중에서 중견국의 군사혁신을 다루고 있다. 특히, 미국과 적대적 관계에 있는 북한의 사례를 중심으로 강대국과 적대적인 중견국가의 군사혁신의 미래 전개 양상을 유형화하였다.  

이를 위해 먼저, 1990년대 미국의 혁신과 북한의 대응을 비교해서 살펴보았다. 다음으로 2010년대 미국의 혁신을 통해서 북한의 대응 방향을 미국 하와이대학의 ‘마노아 학파(Manoa School)’의 ’Four Alternative Futures Archetype’을 통해 Continued Growth, Collapse, Status Quo, Transformation으로 유형화하였다. 먼저, 지속 유형인 ‘첨단군사강국 북한’ 시나리오는 중국, 러시아 등으로부터 선진기술을 전수받아 최첨단 군으로 탈바꿈하는 모델이다. 

몰락 유형인 ‘경제파탄 북한’ 시나리오는 기술의 혁신을 위해 많은 예산을 투입하지만 경제적 한계로 인해 결국 실패하게 되고, 기존의 군부 세력과의 마찰과 저항으로 인해서 그나마 작동되는 시스템까지 망가지게 되는 모델이다. 현상유지 유형인 ‘핵위협국 북한’ 시나리오는 군사과학기술 개발에 추가 국방예산을 쓰지 않고 기존에 효과를 발휘했던 핵과 미사일의 완성단계까지 도달하는 모델이다. 

마지막으로 변환 유형인 ‘하이브리드 북한’ 시나리오는 정규군을 해체하고 점조직 단위의 특수부대로 재편하여 화생방과 사이버작전을 통해 미국에게 극도의 사회혼란을 조성하는 모델이다. 초강대국 미국의 군사혁신에 대응한 북한 군사혁신의 4가지 유형화는 비록 북한에 한정된 모델일 수 있으나, 향후 중견국 및 약소국의 군사혁신의 방향을 가늠해볼 수 있는 기초 자료로 활용될 수 있을 것이다.

Nations around the world are pursuing innovation in the field of national defense by taking advantage of the remarkable advances made in science and technology. This study deals with the military innovations of middle powers in particular. The futures of military innovation of a global superpower and its antagonistic middle power, centering on the United States and North Korea, were categorized by type. For this purpose, innovations achieved by the United States in the 1990s and the measures taken by North Korea in response were examined. Next, the directions of North Korea’s response to the innovations of the United States in the 2010s were categorized into “continued growth”, “collapse”, “status quo”, and “transformation”, based on the four archetypes of alternative futures proposed by the Manoa School at the University of Hawaii. The first is the “High-Tech Military Superpower” scenario, in which North Korea builds a high-tech military by obtaining state-of-the-art technology from China and Russia, among others. On the other hand, the “Economic Destruction” scenario is one wherein North Korea allocates a considerable portion of its budget toward technological innovation, but ultimately fails due to economic limitations, and even its extant system collapses due to the conflict with and resistance from other military leaders. In the “North Korea as a Nuclear Threat” scenario, which falls under the status quo type, North Korea reaches the completion stage for nuclear weapons and missiles that have been proven effective, instead of spending additional funds toward the development of military science and technology. Lastly, the transformation model involves the “Hybrid North Korea” scenario, in which North Korea dissolves the regular forces and reorganizes the troops into special forces as point organizations to launch chemical, biological, and radiological (CBR), as well as cyber-attacks to cause severe social chaos in the United States. These four types of military innovation that could potentially be pursued by North Korea in response to the military innovation of the United States, an ultra-superpower, may be confined to North Korea, but they may be used as basic data based on which the direction of military innovation of small and middle powers can be speculated.
